weird xml c# problem, does perspective cache way files?

my c# way reads an xml record loads, installer installs way %program files%\myapp. i run way loads an aged xml record found the tide folder, here uncanny bit, i rename myapp folder myapp2 rerun exe repremand xml record loads. i have finished changes any files within myapp folder, wholly installer knows tangible plcae myapp folder installer unequivocally simple. there tough coded paths code. i duplicate myapp folder desktop repremand xml files loads.

what going here? anyone seen something similar? contemptible fake i have zero else on.
